1. General Provisions

This Agreement (Public Offer) governs the use of the GoExpertia platform (goexpertia.ru), operated by Individual Entrepreneur Suprun Sergey Aleksandrovich (INN: 780433259194). GoExpertia is an online marketplace connecting clients with verified service providers in China: translators/guides and sourcing/quality control agents. By registering on the platform, you accept the terms of this Agreement in full. If you do not agree with these terms, please refrain from using the platform. This Agreement constitutes a public offer in accordance with Article 437 of the Civil Code of the Russian Federation.

2. Platform Services

GoExpertia provides the following services: — A catalog of verified service providers (translators and agents) with search and filtering; — A booking and communication system between clients and service providers; — A client request system with the ability for service providers to respond; — A dispute resolution mechanism; — An internal messaging system; — Service provider verification and rating system. GoExpertia ensures the quality of platform operations, performs content moderation, and takes responsibility for all transactions conducted through the platform.

3. Registration and Accounts

Users are required to provide accurate and complete personal information during registration. Users must be at least 18 years of age. All service providers must undergo identity verification by the platform administration before appearing in public catalogs. GoExpertia reserves the right to refuse verification or revoke it if violations of these Terms are identified. Users are responsible for the security of their account credentials. Any actions performed under a user's account are considered to have been performed by that user. GoExpertia reserves the right to request additional verification documents at any time.

4. Bookings and Orders

Clients can book service providers directly through their profiles or by posting public requests. Service providers can accept or decline booking requests. Once a booking is confirmed by both parties, it becomes binding. Cancellation terms are determined by the specific service type. Clients are required to confirm service completion through the platform. All payments for services are processed through the platform's payment system. Disputes must be opened through the platform's dispute resolution system within 14 calendar days of service completion.

5. Commission and Payments

GoExpertia charges a commission on completed bookings. The commission rate is determined based on the provider's order volume and ranges from 5% to 10% of the booking amount. New service providers are exempt from commission for the first 7 days after registration. Commission invoices are generated automatically after booking completion. Service providers are required to pay commissions within the specified timeframe. All payment transactions are processed through authorized payment systems operating in accordance with Russian legislation.

6. Prohibited Goods, Services, and Activities

The following goods, services, and activities are strictly prohibited on the platform: — Military equipment, weapons, ammunition, and their components (including drones/UAVs for military purposes); — Goods subject to international sanctions or export control restrictions; — Narcotic substances, psychotropic substances, and their precursors; — Counterfeit goods and goods infringing intellectual property rights; — Pornographic materials and services of a sexual nature; — Goods and services related to gambling; — Personal data of third parties; — Any goods or services prohibited by the laws of the Russian Federation or the People's Republic of China; — Services related to money laundering or terrorist financing; — Dual-use goods without proper export licenses; — Any content promoting hatred, violence, or discrimination. GoExpertia implements automated content filtering and manual moderation to prevent prohibited activities. Users who attempt to post prohibited content will have their accounts immediately blocked. Users are obligated to report any prohibited content or suspicious activity they encounter on the platform.

7. Platform Obligations and Responsibility

GoExpertia assumes the following obligations and responsibilities: — Verification of all service providers before granting access to the public catalog; — Moderation of all content published on the platform, including profiles, service descriptions, and user communications; — Automated and manual filtering of prohibited goods, services, and content; — Monitoring of transactions for suspicious patterns and blocking suspicious accounts; — Providing a dispute resolution mechanism for all transactions conducted through the platform; — Ensuring the security and confidentiality of user personal data; — Maintaining platform availability and technical support; — Responding to user complaints within 5 business days; — Cooperating with law enforcement authorities as required by law. GoExpertia bears responsibility for all operations conducted through the platform and for all content and information published on the platform. In case of disputes, the platform acts as an arbitrator and ensures fair resolution in accordance with these Terms.

8. Liability

GoExpertia bears responsibility for: — The proper functioning of the platform and its services; — The security of payment transactions conducted through the platform; — The accuracy of information published by the platform itself; — The integrity of the verification and moderation processes. Service providers bear responsibility for: — The quality of services they provide to clients; — The accuracy of information in their profiles; — Compliance with the laws of their jurisdiction. Clients bear responsibility for: — The accuracy of information provided in booking requests; — Timely payment for services; — Compliance with these Terms. In the event of damage caused to a user through the platform, GoExpertia will investigate the incident and take all necessary measures to resolve the situation, including compensation where appropriate.

9. Personal Data

GoExpertia processes personal data in accordance with Federal Law No. 152-FZ and the platform's Privacy Policy. GoExpertia is registered as a personal data operator with Roskomnadzor. All personal data is stored on servers located in the Russian Federation. Details of data processing are described in the Privacy Policy available at goexpertia.ru/legal/privacy.

10. Intellectual Property

All content, design, and functionality of the platform are the intellectual property of GoExpertia. Users retain rights to content they upload but grant GoExpertia a non-exclusive license to display it on the platform for the purposes of providing services. Users may not copy, reproduce, or distribute platform content without written permission from GoExpertia.

11. Account Termination

Users may delete their accounts at any time by contacting support. GoExpertia may suspend or terminate accounts for: — Violation of these Terms; — Posting prohibited content or attempting to conduct prohibited transactions; — Fraudulent activity; — Repeated unresolved disputes; — Non-payment of commissions. Upon account termination, unpaid commission obligations remain in effect. Personal data is processed in accordance with the Privacy Policy.

12. Changes to Terms

GoExpertia reserves the right to modify these Terms at any time. Users will be notified of significant changes via email and platform notifications. Continued use of the platform after changes are published constitutes acceptance of the updated Terms. If a user does not agree with the changes, they have the right to terminate their account.

13. Governing Law and Dispute Resolution

This Agreement is governed by the laws of the Russian Federation. All disputes arising from this Agreement shall first be resolved through the platform's dispute resolution mechanism. If a resolution cannot be reached, disputes shall be settled in a court of competent jurisdiction at the location of the platform operator, in accordance with Russian law. The pre-trial claim procedure is mandatory. The response period for claims is 30 calendar days.
